This is the new reputation reward helm enchant for both offensive casters as well as healers. It is rewarded from the Guardians of Hyjal, which as their name implies are mostly found in the leveling zone Hyjal. Like Wrath of the Lich King reputations, there is a tabard to level the faction via dungeons.

That is true--but based on history, that literal reading is incorrect. See Nethercleft Leg Armor for an example.

Found out today that the rep requirement is still in place after the item is purchased. I bought the tank arcanum on one character, mailed it to another (85) and got the message "you do not have the required reputation to use that item".

Kind of defeats the purpose, and I submitted a ticket, but as of dec16, BoA doesn't get you out of rep grinding for helm enchants on 2nd 85s. ><

ETA: This has now been fixed. You can buy any of the Cata Arcana and send them to your alts, who can now use them without a required reputation level.

Great, so I did the quests in Hyjal on an alt while skipping Hyjal on my main. I noticed the enchants were account bound, hooray! But appearantly you need to be revered with Hyjal to put the enchant on your helm. This is either bugged, or the most stupid account bound item I have ever seen.

But it does says "Enchanting the item causes it to become soulbound." …so no, it's not OP, you can't put it into an item and then send it to a -85 alt …you can send it directly but it wont be able to use it 'til lv85.

Please read the full tooltip before posting stuff like this, it's not there only for the pretty numbers.

Still Requires Rep to use. So if you want to send it to an alt, your alt will need Revered with Guardians of Hyjal.
IMHO - rather pointless to make this a BoA since it still requires faction rep to use.

Contrary to the above comment, I had no problem applying this to a helm on a Level 85 alt which only has Honored rep with Guardians of Hyjal.

I purchased the item with a level 83 toon as soon as he had hit revered.

As of patch 4.0.6 this item requires no reputation to apply to your helm. It seems if you purchased this item before the patch the requirement is still intact, simply re-sell it and buy it again and it will be clear of any reputation requirements.

To use this, you need to be lvl 85 AND have Revered with Guardians of Hyjal, so no low lvls can use it, sorry twinks :)
edit: You are actually able to use this without revered but you still need 85.

Spoke to a GM about this, he said they are "working on it". Hopefully we can send it to alts soon.

as of this time, my 85 warrior exalted with hyjal bought and sent the arcanum to my 85 lock alt who is neutral with hyjal and was able to apply the boa enchant to the head slot.

tl;dr it works as it should for your lvl 85 alts

The reason why some are able to use this on alts and some arent, is because they changed the item sold, but did not update items already in players inventory.

Arcanums bought before patch 4.0.6 are not usable without revered reputation, arcanums bought after 4.0.6 are!

Very handy to put on a BoA item and send to a low level character. Don't waste it on a BoE/BoP unless you have to!

I'm yet to obtain req rep to purchase the heirloom helm, which can be enchanted with this heirloom enchant. I'm assuming that much like any heirloom item the enchant scales with the level of the alt using it?

Before I get downtated, because the tooltip states, Requires level 85, and even though one may be able to enchant an heirloom helm with it, the wearer would not Benifit from it until they reached that level. Wow wiki clearly states that this item does in fact still benifit the wearer of the helm even under level 85;however, it does not mention if it scales much like other heirlooms.
