Careful, this quest is easy to bug out. When the boss comes down, lay off him for a few seconds until he officially lands. Otherwise he'll stay just off the ground and you won't be able to hit him. Easiest way to tell is to use a ranged attack, just keep trying to hit at range until one lands, then go to town on him.

At 87 46 there is a path right behind a hut on a little group of hills with a whirly gig thing (the horn) on top with thunder clouds and lightening.

Description

[That old, bitter centaur, Skycaller Vrakthris, mentioned a great air spirit that the centaur worship. To secure the Heights, the last step is for us to deal with this thing.

I've seen them blow the giant horn at the top of the hill up there and an air elemental came down. It gave them orders and then dissipated.
