This seems to be the bis one-hander for dual wielders and paladin/warrior tanks.
Slow attack speed meaning high end-damage results in high Divine Storm/Devastate damage which is highly sought after for said runes.
I know nothing about rogues tanking but I assume it's a similar story for them with sinister strike.(correct me if I'm wrong however!)

The PPM of this weapon appears to be around 4.7PPM, or 21.12% of all hits with the weapon, which is very good. This thing procs allll the time.

For the math, I used the top 10 damaging warrior-tanks with a shield equipped pulled from raidlogs (most dps warriors with this weapon have an offhander, which skews the number of "melee hits" being attributed to the MH)

the top 10 warriors cumulatively performed 1065 total hits (normal hits + abilities), 373 of which were normal hits, and made 225 procs of shadowbolt from this weapon.
The total PPM (abilities + normal) = 225/1065 = 0.211267
The normal hit PPM = (373/1065)*225 = 78.8 procs attributed to normal hits; 78.8 / 373 normal hits = 0.211267

This weapon has a natural swing of 2.7, so 60/2.7 = 22.2222 hits per minute, so 22.2222 * 0.211267 ~= 4.7 PPM

AVG damage per shadowbolt proc was 28.61 (vs akumai)
