Soft-Shelled Clam Meat is found inside Soft-Shelled Clams which can be found near a Shipwreck along the coast of the Veiled Sea.

If you continue running West from the point where the main trail ends on the map, you'll be heading directly towards it.
You can see part of the shipwreck poking out of the water from shore.

You will loot a clam from the clam (which feels a bit redundant) and inside with be the clam meat.
