It is found on the female elf in Moonglade that you turn coins into for the lunar festival. You can get 3 schematics for small rockets, a schematic for a large rocket, a cluster launcher or this pattern.

You have to turn 5 Coin of Ancestry to get each one of the schematic.
One coin is obtained while visiting an Ancient somewhere in Azeroth (there's a lot of locations, every Ancient visited propose you other destinations).
Don't forget to take the schematic of the launcher, otherwise you won't be able to fire you new creations everywhere you want :p
