The Stone of the Tide quest says:
"... take this scrip to the Stormwind Library, they should be able to find you a copy of the book I first came across the legend in."

No one if SW Library seems interested in talking to me about it...

This is pretty much a personal info quest than anything else. You do not get XP from it. From what I can see you get this item from two different quests currently. What you do is take it to the Stormwind Library and give it to the librarian. He'll take it and offer you one of two books. Once you get the book you can read it for more in depth background about the quest you are doing and how it impacts the WoW universe. There is nothing else to it but that.

I just found a Librarian an Stormwind Keep asking me for a Scrip. He doesn't give a quest for it, just says that if I have one, he wants it. Name of the NPC is Donyal Tovald.

Unless you want to read up on WoW lore, there is no XP gained when turning in the Scrip to the librarian in Stormwind Keep Library. The librarian will not have a yellow ? so you will have to right-click him anyway, as if finishing a quest (which you do).

The reward for turning in the library scrip is either the Legend of Ladimore or Legends of the Gurubashi. The Ladimore book is worth nothing, but the Gurubashi book can be sold for 25 copper.

I got the library scrip from stv but i destroyed it maybe because i thought i've abandoned the corresponding quest...
since i've done the "stone of tides" quest, and i destroyed the scrip,what can i do now? any other ways to get the scrip?

i deleted the scrip on accident so i just abandoned the quest and talked to the questgiver again who gave me another scrip

It does go to the Library like stated.

As for the bloodsails, you can become friendly with them by killing anyone from the steamwheel cartel ... But all you get is a hat that summons a crimson parrot. :x

you u get this item when u have to locate the haunted island where Gazban (island north of vile reef , Stranglethorn Vale , not Yojamble Isle) Its a Quest Item U Obtain When U Do It !

go to the sw library where a man to the left, in grey overall will take your scrip. gives you the choise of 2 meaningless books. unless you love warcraft lore.

I like how Stormwind Library is a level 1 quest, but it requires a quest reward from a level 37 quest.

It's a "leftover" from the quest La Pierre des marées in booty bay.
It's not needed to complete that quest, however it can be turned in to the Librarian Donyal Tovald in the Stormwind Library.
He will give you the reward choice between L'histoire de Morgan Ladimore and Légendes des Gurubashi, Volume 3.
The first of the books is also a reward from the quest Morgan Ladimore in Duskwood, while the second book is only available from the Scrip turn in.

Turning in the Scrip gives you no XP or reputation - only the book of your choice.
If you're into lore, you could just read about the books here on Wowhead TBH.
The second book sells for 25c, so at least we have that going for us :P
