I'm an idiot and went to Booty Bay to pick up the boots. The boots are not in Booty Bay (they're along the coast in Barrens, just like the Telescope). Don't be like me.

It's a bit further along from where the Lentille du télescope is located.
The box is on the far side of the tent from the tree.
There's one NPC in front of the tent and another behind.
