According to some letter i got for retuning a piece of paper found on the invading scourge, she is a relative of some scourge.

PS, she sells lemonade and friendship bread....wtf?

I talked to her and she had nothing to sell, It was probably like, eventful for her to sell that stuff but Blizzard just forgot to remove her after it was done. =|

You need to complete a quest to make her able to sell the stuff to you. Is the quest where you get sent alot of letters telling you to speak to someone relatives. Does nothing but make them able to sell you food and water. Pretty useless IMO, and Blizzard forgot to notice you that you can't actually speak to them as in the letter described. Only be able to buy some crap form them.

This one bugged me, so I looked into it. Apparently, in the end of BC, just before the launch of Wrath of the Lich King you can get this report in the mail, which allows you to complete a quest that turns this NPC sell the following items:

Friendship Bread
Freshly Squeezed Lemonade

Before that however, she's just an empty shop. As for Classic, In Vanilla either she was just a regular NPC, or a broken one from an unused quest. I'm guessing they screwed up and didn't fix her.
