you can get these from blue items of iLvl ~~320~~ 318+ if I remember right, and you need ~~500~~ 450 enchanting to DE. Allso, stating the obvious, you can use 3 small shards to make a big one.
Edit: As of 4.3 you can get 2x Eclat des cieux from 1x Cristal du maelström with the enchanting trained Eclatement du Maelström Which requires skill 515 and costs 3G to train (this goes down with reputation )

The price of these shards actually went up a fair bit due to less people running the starter cata heroics as everyone is running ZG/ZA now.

Garde-jambes de Forge-foudre is a nice source, at least on my server, where shards usually cost way more than 50g, especially with 4.2 coming.
16 elementium and 8 obsidium ores for 2g each make a total of 48g, but thats the absolute maximum on my server; bars are often at 3-3.3g each. 50g for shards is the absolute minimum (i'll buy anything below that anyway). it's even better to obtain your shards this way if your disenchanter is in a guild with the l23 bonus.

I see a lot of ilvl 333 BoE Blues going in AH on my server for 50-100g each. Would be worth it to buy those and DE if you need shards, or even resell if Heavenly Shard prices stay higher than Maelstrom prices.

In patch 4.3 these can be gained via Eclatement du Maelström.

This will help raise the price of the heavily saturated market of Cristal du maelström from Zul'Aman and Zul'Gurub and lower the price of Eclat des cieux.

I'm sure the prices went up on all servers, from something like 5gold each(AH was flooded with them) to the current 200gold(noone does the old HC's anymore, they have become semi-rare).

Blue items with character level requirement 82+ should when disenchanted(DE'd), yield these shards at a near 100% guarantee. If you do not have an addon that will show what an item DE's into, then bet your gold on level 83+ blue items. No green Cata' item has a chance of a Heavenly Shard.

These shards are used in many enchantments, and are highly needed, and will be out Cata. To enchant a level 85 toon with all the "best" Cata' Enchants, ca.10 Heavenly Shards are needed for the enchants(+other mats).

600jp/honor for each is not a bad deal, depending on whether you need gear or not for your jp/honor.

In 4.3:

1xMaelstrom Crystal can be DE'd into 2xHeavenly Shards.

One thing I just figured out is you can buy Baguette brûlevigne or Traînée de braises for 700 JP, DE it, then Eclatement du Maelström for 2 Eclat des cieux. So a Heavenly Shard then costs 350 JP

Lesser Celestial Essence -> Lesser Mysterious Essence
Greater Celestial Essence -> Greater Mysterious Essence
Small Heavenly Shard -> Small Ethereal Shard
Heavenly Shard -> Ethereal Shard
Maelstrom Crystal -> Sha Crystal

I'm in Patch 4.3, and as Modrogon said in patch 4.2, the only cost effective crafted item to DE remains Stormforged Legguards. Maelstrom Crystals used to be good to shatter, but people have now realized that you can shatter them and Maelstroms now sell for a bit more then double Heavenlies. Because of the amount of money that Heavenly Shards sell for, and the amount that enchanters need for various enchants, the money gained can be considerable.

Yesterday (June 1, 2012), I did a cost analysis of the 2 week average price for crafting mats for Stormforged Legguards and the 2 week average price to buy Heavenly Shards on AH (going by The Undermine Journal's numbers)

Stormforged Legguards: 70.96
Heavenly Shard: 81.44

So right off the bat, you'd be getting about 10 gold, even if you didn't get any doubles. But you do, especially if you have the level 23 guild perk, bountiful bags. So, going on the aforementioned average prices, this was what it would have cost me to buy 100 legguards worth of mats on average on AH:
7096 gold

I got 115 shards from it. Based on the 81.44 average price of Heavenlies, this was how much shards worth I got from that:
9365.60

Total profits, therefore, were 2269.60 gold. Not too bad at all :-)

Because I DE'd 100 of them, you can do some easy math; you'd get about 226.96 gold per 10 and 22.69 gold per Stormforged Legguard converted, assuming you have the bountiful bags perk (someone without that perk would have to do the math for that, but regardless as mentioned above, even if you didn't get a single double, you'd still get about 10 gold profit per).
