This is the Cataclysm shoulder enchant for caster classes and seeing as there is no shoulder enchant that gives bonuses to stats primarily favorable by healers, i.e spirit, this is aimed at healers as well.
Its price at exalted is 60g and it's sold by the quartermaster of the faction Therazane (Faction, Quartermaster links) and is available when you reach exalted.

Unlike the other reputation enchants (Cata head enchants, Sons of Hodir enchants etc.) these enchants are not bind on account, but bind on pickup. Upon enquiry, a GM told me that this is working as intended in 4.0.6, and is not a bug or overlooked.

So when levelling (an alt), better complete the Deepholm chain as far as possible in order to get this.

I find it very interesting that the rare Calligraphie inférieure de magnétite chargée and the epic Calligraphie supérieure de la magnétite chargée enchant cost the same (60g as exalted).
