Edit: After doing some research and looking at theorycrafting, I have come to the following conclusions.
Fact: Mastery is a Holy Paladin worst stat, hands down. Considering reforging any secondary stat but Spirit to Haste, equiping Scepter of Azshara instead of Crescent Moon will yield: +40 spirit, +55 crit rating, -16 haste rating & -79 mastery rating.
The scepter comes out on top exactly because it doesn't have mastery and more spirit. Slap Heartsong on it and you're good to go.

Thanks Blasterion for pointing this out. After using the Scepter for a while, I can definitely say the Scepter is better than the axe.

I want to revive my dormant shaman healing spec. I cannot decide between Sceptre d’Azshara and Croissant de lune. I am thinking that it is not necessarily an easy choice and it all boils down to whether I need the spirit or not for mana? Am I on the right track here? In other words, keep both and try both and then decide.

actually better than crescent moon for paladin because it has more spirit

judgement change means spirit is by far best secondary stat for paladin, heartsong is by far the best, etc

Sadly, this is the only weapon with spirit available for priests outside of raiding. Good luck in your hunt for it.

For the purpose of Transmogrification, this weapon DOES show Power Torrent when you apply it to a weapon that has it.
